University of Arizona, and a Masters of Public Administration from Arizona State
University with a focus on resource management, research methods, policy
analysis
and intergovernmental relations. His master's thesis was titled, "Proposal to
Solve Arizona's Groundwater Overdraft, Or a Better Alternative to the Central
Arizona Project".
In 1980, he wrote and submitted a proposal to the Phoenix City Council titled,
"Sewage Effluent Reuse and its Growth Management Potential in the Phoenix

From 1986 thru 1997 (or eleven years), he managed a variety of Special
Environmental Projects for the Arizona Department of Environmental Quality -
Water Quality Division. In 1991 (eleven years before the huge Rodeo-Chediski
Fire in 2002), he wrote a proposal for City and County Managers in Arizona
titled, "Arizona's Urban and Rural Tinderboxes - Can They Be Dampened?", which
addressed at-risk youth problems and the deteriorating forestry conditions
across
rural Arizona. In addition, he has lobbied before Congressional Committees
regarding western U.S. water issues, was selected as an environmental expert to
formulate national environmental strategic goals, and has been centrally
involved
in qualifying 7 issues for the Arizona ballot since 1976, which included energy,
environmental, and transportation issues.
In 1996, he founded Arizona Country Environmental Consultants with a focus on
